Ottawa Hydro; Mary ‘D.’
The above pictured bill of exchange was not credited to the account or returned to Me by Ottawa Hydro. I looked up Ottawa Hydro online, went to their website, clicked on the contact page, and filled out the provided online comment form regarding, ‘payments and billing’. My first complaint was as King them why My payment had not been credited to the account and to contact Me by email. I waited a week and received no reply. I filed another complaint the exact same Way, advising this was My second letter of complaint and that I Wish to have the Matter resolved as soon as possible. Another five days went by without any reply, so I set up an online account with Ottawa Hydro, then went to the same page and filed another complaint. This time I received email confirmation of My complaint and was advised that some One would be following up with Me shortly, showing the content of My complaint. Mary ‘D.’, contacted Me the following morning.

Hi Mary,
I Wish to bring Special attention to this exchange of emails. At the moment, I am of the presumption that Mary is a customer service representative, as that is how Mary has introduced her Self. I’ve worked in large companies before, I know the customer service department alone can have more than twenty employees, so it would not be reasonable for Me to expect that Mary Will have seen the bill of exchange her Self. I am presuming that would be handled by another department and expect that Mary is making inquiries at this point. The reason I’m pointing this out is because it did seem suspicious to Me that I was not receiving a reply to My first two complaints, and I believe it is because My payment was received and not credited to the account. Special attention to the use of the Words, ‘We’, and ‘Us’; I Will follow up on this later, watch how this unfolds.

Unfortunately we have not received any other inquiries. By bill of exchange are you referring to a cheque ? Has the payment cleared your bank ? At this time the goal is to gather sufficient information to escalate to our Finance Department.

Although I may not have received email confirmation on My first two complaints, the form was exactly the same and required My account number, so I am confident they were received, though I Will Give Mary benefit of the doubt on this one.

Well, I used the very same comment form that was used for the complaint You are now responding to. The first was sent on the day I received the new bill, another was sent one week later, then finally, I created an account and sent the final complaint which You are now responding to. I have included a photo of the bill of exchange returned to You, are You claiming this bill was not received?

Okay, this is where it gets really interesting. I included the photo because at this point, I am still think King Mary is completely in the dark. Now, I am thing King she Will contact the finance department, see if they received this, transfer Me to them, or something of that nature. I am thing King it’s also reasonably fair to say I expect this is what most People would expect or presume. I am just trying to find out if it was received and refused, or lost in the mail. If it was lost in the mail, I Will send a new one out. If it is being refused, they must return the bill along with protest of acceptance.

The bill stub ‘Accepted for Value’ IS the bill of exchange. You are to credit the bill of exchange to My account, ‘discharge for Value’ as indicated on the bill. Once again, are You claiming You did not receive this, or are You claiming the above pictured bill is not a bill of exchange? You sent Me a bill, You would like to exchange that bill for a value of $96.14. Therefor, the bill is worth $96.14, so I have acknowledged the Value of the bill and returned it to You in compliance with the bills of exchange act cited in My complaint. Are You claiming You did not receive it?

I do expect that I Will have to explain to some individuals how a bill of exchange works but it does get rather frustrating. Right now, I still don’t know if Mary is claiming she Will not accept My bill of exchange, or if they did not receive it.

Once again, I have indicated that the bill I sent to You is a legal and lawful bill of exchange. You have said the payment was not credited to My account, but You have not said whether or not You received the bill pictured in My last email. Did You receive it or not? If You did not, I Will return the new bill, and it Will be exactly as the one pictured above. If You Wish to claim You cannot except it as payment on the account, You MUST return the bill of exchange to Me with Your protest of acceptance (we only accept…). If You do not return the bill of exchange on demand, You are liable for the payment as indicated in the bills of exchange act cited below:
Liability for refusing
(5) Where the holder does not on demand in a case described in subsection (4) deliver up the bill and protest, he is liable to the payer for honour in damages.
I find it very difficult to believe the bill of exchange was not received. As it IS a legal and lawful payment, retaining the bill and failing to credit My account is fraud. You must return it to Me. ARE YOU CLAIMING THIS WAS LOST IN THE MAIL OR ARE YOU REFUSING ACCEPTANCE?

Okay, so Mary is working from home, has no knowledge of what is being received at the office – perfectly reasonable. I have previously expressed I was never under any presumption Mary would have first hand knowledge of what is received at the office, that is why I am as King of Mary to look into this for Me. My next email was interesting for Me to read in retrospect because at this point I still don’t really know what’s going on, My intuition is spiked. Why is she not passing this off to someone else or contacting head office to see if it was received? Something is not right, but I can’t put My finger on it yet.

I appreciate You are working from home. Are You claiming that Ottawa Hydro is not required to act in compliance with the bills of exchange act? I have demanded that the pictured bill be returned to Me with protest of payment (Your reasons for refusing acceptance). You are claiming You do not know what was received at head office. So are You refusing to return the bill I sent to You and the protest for payment? If so, You are liable for the amount in damages for Honour, as cited below.

This kind of email infuriates Me. We have already established Mary has no Idea what is received at head office, now might be a Good time for Mary to contact head office to find out. We also know that payment wasn’t posted, as that is the cause of My complaint. Redundancy is infuriating, what I want are results. I would actually have been happy if Mary had contacted head office the moment she said she has no Idea what is being received by head office, but it turns out she actually does have some Idea what is being received at head office. Before I discovered that fact, I sent Mary a copy of My Notice Given to Canada’s Superior Court, declaring My right to feely administrate the wealth of My Life.

Unfortunately there is nobody at head office to contact. I have worked the mail for the past 30 years. If I was in the office and received an envelope without payment and a bill stub we would assume you forgot to include the payment and sent you a standard letter with the missing payment option checked off or I may have picked up the phone and called you or perhaps sent you an email.
Unfortunately at this time these options are not available to me as an agent due to the working conditions during the pandemic.

So MARY takes care of the mail! For the last 30 years! Notice how the ‘We’ really means ‘I’? “If I was in the office and received…” Mary received My payment. Mary didn’t send Me a Letter with the missing payment option checked off. Mary didn’t send Me an email, Mary might have tried to call Me. Bills of exchange Act says Mary needs to return it to Me with her standard ‘Letter’ of refusal, showing Me why she is protesting the payment. I would like to point out that the first thing Mary states in her email is proper corporate policy (or should be). It is in compliance with the bills of exchange act. Mary should have returned the bill to Me with a letter of explanation (protest).
I placed the Word ‘standard’ in parenthesis because standards are corporate policy. I was employed by Four Seasons Hotel for a couple of years and they have some of the highest industry ‘standards’ of excellence in hospitality; One can lose One’s job for failing to Keep these standards. I am Happy to know the corporate standards for Ottawa Hyrdo are in compliance with the bills of exchange act, as it should be the foundation for corporate standards to ensure industry compliance. I am also Happy to be able to Show You how the standard relates to the bills of exchange act and My particular method of payment. The standard letter = protest. The standard letter should be returned with the bill and now I know it is not just in the bills of exchange act, but also standard corporate policy for Ottawa Hydro, too.
I think it is very unlikely My letter got lost in the mail, so it appears to Me as though Mary received My payment and did not know what to do with it. She doesn’t Wish to tell Me she threw it out because she didn’t believe it was worth anything. Now she knows better, this is Good News.

If You have been receiving mail for last thirty years, I presume You Will also receive My next payment. If You did not retain the bill because You believed that payment was not included, I appreciate Your ERROR. I appreciate that most People do not recognize that what I sent to You is legal and lawful payment but it is. A bank Will know how to accept for deposit to the account, even if You do not. The bill of exchange should be applied to the account exactly the same way as cash would be credited to the account, and the bill of exchange would be included with Your deposit to the bank. The bank Will know what to do with it. I have unlimited credit, so I am acknowledging the bill as having value, which gives the bill real value, which is then applied to the account and credited by the bank. Typically, citizens do not have this privilege as they have allowed the government to borrow money using the commercial value of citizens lives as collateral for the national debt. I am not a debtor, My share of debt to central banks has been paid.
Again, I apologize for any inconvenience, but it is very important that this Issue be resolved today, as I Will be paying all future bills this Way.

So yeah, that’s it! No further reply from Ottawa Hydro. In fact, I received a survey today as King of Me how I felt My complaint had been handled. I am thing King I Will wait to fill that out when this Matter is finally resolved. What I Will do now, is Give Ottawa Hyrdo the benefit of the doubt and proceed as if My last payment was lost in the mail and not refused by Ottawa Hydro. This Keeps both parties in Honour. I Will send the updated bill, endorsed for the full Value for Honour. I Trust Mary Will know what to do with it this time, though I Will provide an email with instruction and may include a copy of My documents with My payment. For now, no reply to My last email it tacit consent.
