My name is Ingrid Windsor Joseph. I am a Black woman. I am a mother. I am a poet, an activist, and I was, once, Nelson Mandela’s only international artist in residence.
I am also, as of this writing, homeless. My child and I have been trafficked. My home has been shot up. My inheritance has been stolen. My father’s body has been stolen. My identity has been mocked, my culture has been degraded, and my complaints have been ignored for years by every institution that claims to exist to protect people like me.
And it all began with a public promise from the Mayor of Ottawa.
This is my story. It comes with receipts.

I. The Public Anointing
Jim Watson, then Mayor of Ottawa, publicly stated that he was going to “help me.” He was extremely ceremonious and performative, as he always is when there are cameras and Black faces to be used for his political brand.
He inaugurated Nelson Mandela Square. He stood in the light of my work, my identity, my association with the Mandela family, and he smiled. He performed the role of the enlightened, progressive mayor who supports Black artists and activists.
He never called me. Not once.
His public promise was not a promise to help. It was a performance. And the performance was the bait.
Because what followed that public anointing was not help. It was destruction.
II. The Gunfire
On July 3, 2018, a bullet tore through my south Ottawa home. I am a poet. I am an activist. I am a mother. And someone shot into my house.
The CBC covered it. The story is public. The headline reads: “Bullet tears through south Ottawa home of poet, activist.”
Jim Watson declined to comment.
Let that sink in. A mayor who publicly promised to help me, who used my name and my association with Nelson Mandela for his own political ceremony, refused to even comment when a bullet was fired into my home.
This is not negligence. This is a pattern. This is the pattern.
III. The Stolen Millions
The City of Ottawa owes me over five million dollars in child support.
Let me say that again. The City of Ottawa owes me over five million dollars in child support.
They litigated on my behalf. They won. And they kept my money.
This may explain why my house got gunned down on July 3, 2018. Where is my money?
I have asked this question repeatedly. No one will answer. No one will even acknowledge the question. The City of Ottawa took my money, won a judgment in my name, and then pocketed the proceeds while I was left destitute, vulnerable, and ultimately trafficked.
This is not a bureaucratic error. This is theft. Theft by a municipality. Theft by the very government that promised to help me.
IV. The Trafficking
After Jim Watson publicly stated he was going to “help me,” my child and I ended up trafficked.
I want that sentence to be read twice.
The Mayor of Ottawa publicly promised to help a Black female rights activist, and the direct result of that “help” was that she and her child were trafficked.
This is not a coincidence. This is the consequence of a performative politician using a vulnerable person for a photo op and then abandoning her to the wolves he commands. He used my name to elevate himself, and then he threw me to the system that he knew would destroy me.
The Ottawa Police made death threats to me in November 2017. Constable Mesic called my cousin in Maryland to prevent me from seeing my own child. These are not isolated incidents. These are the mechanisms of a system designed to silence and destroy a Black woman who knows too much and who demands too much.
V. The Cultural Mockery
The harassment was not limited to physical violence and financial theft. It extended to the deepest, most personal level: my culture and my identity.
The Mayor, city officials, and their associates have repeatedly engaged in derogatory conduct regarding Haitian culture, including mockery of Vodou. This is a breach of public trust, particularly given that Haitian community members were copied on these communications.
I am Haitian. Vodou is part of my heritage. It is not a punchline for a mayor and his cronies. Their mockery is not just offensive; it is an act of racial and cultural hatred, perpetrated by people in positions of power who are supposed to serve all citizens, not just the ones they deem acceptable.
I am not your sacrifice. I refuse to be your scapegoat.
VI. The Stolen Inheritance and the Stolen Corpse
In December 2025, my father, Windsor Joseph, died.
My brothers, Patrick and Darryl Joseph, stole his corpse. They created a smear campaign against me in the community and beyond to vilify me for their heinous acts and deflect attention from their own crimes.
They refused to tell me where my father is buried. I was not invited to the funeral.
Darryl Joseph is posing as a landlord in the home that was bequeathed to me, while insuring it for over one million dollars. Tenants were confirmed by Ottawa Property Standards. I want them out. This is the evidence that was blocked at the HRTO.
Over a quarter million dollars is missing from the parcel register, which has been provided to the Ottawa Police. My brothers took out life insurance policies on my father without having any insurable interest. This is fraud.
Darryl Joseph acts as my mother Marlene Lucien’s Power of Attorney. He only disclosed this in April 2026, despite being in litigation since 2021. My mother has dementia, and Darryl has been filing false police reports under her name, in violation of Section 331 of the Criminal Code. The Ottawa Police Service has this on record.
I discovered in 2021 that I am a victim of a childhood abduction. My inheritance was stolen. I demand that it be returned.
VII. The Systemic Cover-Up
Every institution I have turned to for help has been complicit in my destruction.
The Human Rights Tribunal of Ontario has denied me a hearing for four years and then labelled me “vexatious” for daring to continue to demand justice. The documents from the HRTO dated December 19 and December 22, 2025, do not contain any declaration, order, or finding labeling me as a vexatious litigant. They issued a “Direction” that I stop providing further correspondence without permission. This was not a finding. It was a gag order.
The Integrity Office (Huxley Sproule) and the Auditor General ignored my complaints, citing conflicts of interest that I assert are fraudulent. Taffy Nahas diverted our money into his private bank account and did not disclose that he worked with Jim Watson and Stuart Jude Huxley.
I have been denied access to my own files, including crucial ledgers. This is obstruction of justice. How am I expected to respond to the Tribunal while the City of Ottawa withholds my own files?
My rights to French language services have been denied. I have faced constant violations of my Charter rights. I have been slandered, defamed, and professionally sabotaged.
All of these atrocities are being blocked. My complaints were received. And after four years of denying me a hearing, I was labelled “vexatious.”
My allegations come with receipts.
VIII. The Continuing Course of Conduct
This is not a historical matter. This is a continuing, systemic course of conduct that persists into 2025 and 2026.
The Mayor’s office email dated November 27, 2024, is part of this continuing course of conduct. The ongoing misuse of my personal identifiers is part of this continuing course of conduct. The obstruction of justice and the denial of access to my own files is part of this continuing course of conduct.
I have cited numerous file numbers: LSO complaints, Ontario Public Service reports, Landlord and Tenant Board proceedings (LTB File L-049847-25, HRTO File 2022-50269-1). These are not separate, unrelated matters. They are all part of a singular, systemic effort to harass, silence, and exclude me.
IX. The Demand
I am not asking for sympathy. I am demanding justice.
I demand that the City of Ottawa return the over five million dollars in child support it stole from me.
I demand that the HRTO grant me a fair hearing and recognize my rights as a Black woman.
I demand that the Ottawa Police Service arrest and charge Darryl Joseph for fraud, false police reports, and theft of my inheritance.
I demand that the Mayor of Ottawa answer for his public promise to help me and the trafficking, gunfire, and destruction that followed.
I demand that the systemic, anti-Black racism within the City of Ottawa and its institutions be acknowledged and addressed.
I demand that my culture, my identity, and my daughter be respected.
I am not your sacrifice. I refuse to be your scapegoat. I am a Black woman, a mother, a poet, and an activist, and I will not be silenced.
