On July 20, 2026, I filed a formal police report detailing a six-year, multi-million dollar fraud conspiracy operating within the City of Ottawa’s Ontario Works program investigated by the Ottawa Citizen which described the ‘Kickback Scheme’.
“Gougeon also wrote in her report that investigators identified 31 affected tenants who had rental relationships with the landlord. The report cited “multiple instances” where the housing case worker assisted clients in entering into leases on units that “significantly exceeded the market value.”

What Nathalie the Goulish Gougeon described the landlord and the City of Ottawa conspiring to do is exactly what the City of Ottawa are conspiring to do with Home for Good and MHI, except this time they are doing it to hundreds of People!!! MHI’s Al’a Shithead Shadid said that they were hoping to hit the ‘Magic number of 500 tenants this year, starving them by stealing their subsidies while allowing the property to devolve into such a state of disrepair, it Will soon be the City of Ottawa’s latest ganglang ghetto.

“Gougeon said she decided not to share the identity of the employees since it’s a labour relations matter, nor the identity of the landlords, in order to protect the city from “litigation risk.” – She knows the city of Ottawa is liable but Wishes to obstruct any One’s opportunity to hold their exploiter accountable or receive compensation for the wrongdoings done to them – at least, not at the CITY’s expense. Heaven forbid the City of Ottawa should ever be liable. But even worse is Cathy the Colluding Curry who is on the Board of Police and was as King of Habib A. Why have the Ottawa Police not made any arrests yet? Why are they allowing Ottawa’s Kickback Scheme to not only persist but thrive in the City of Ottawa, especially after City Councillors described the investigation as:

The below email from Lili the Malevolent Moron Mukalay is in response to an ‘Annual Entitlement Form’ which clearly defined what subsidies the Beneficiary is Entitled to receive. I respond to both Kelly the Criminal Kritsch and Mathieu the Repulsive Regimbald (case worker for Ontario Works under Clara the Freakshow Friere) to advise them that utilities need to be increased by $5, the difference of $40 should be added directly to the basic needs portion. Lili the Malevolent Moron Mukalay ‘pretends’ that she doesn’t know the subsidy has since been revoked because Mathieu the Repulsive Regimbald did NOT take My instruct-Sean and fill out the form, he did ABSOLUTELY NOTHING. What Lili the Malevolent Moron Mukalay is really saying is, ‘We did nothing, You are receiving exactly the same as You did before, what are You complaining about?’, so that she can plead Wilfull ignorance of their criminal negligence and breach of Trust for failing to ensure the subsidy form was renewed before the deadline. The unanswered email to Mathieu is still before the SBT as ‘evidence’ before the Tribunal to demonstrate the contempt of Ontario Works case workers and their determination to obstruct Justice and gaslight the appelant. Speaking of ‘bribes’ – Clara the Freakshow Friere is among the top two percent of female income earners in Ottawa, with a whopping salary of $253k per year and change!!! Considering every single case worker from 2020 to 2026 perpetrated the same lie to steal My subsidy with malicious intent to cause Me economic harm and the City of Ottawa describes such conduct as ‘disgusting’… Well, a quarter million dollar salary is ‘hush money’ to perpetrated the fraud. This is a provincially sanctioned racketeering operation and Michael the Parasitic Parse is responsible for criminal Clara the Freakshow Friere’s outrageous salary. Coincidence? This is the same member of parliament who took over for Merrilee the Fascist Fullerton for causing the death of almost 4000 nursing home patients as a result of her negligence, causing extreme public outcry. Merrilee steps down, Michael the Parasitic Parsa takes over as a clean face for fascism and pays Clara the Freakshow Friere a ridiculous amount of money to continue exploiting Canada’s most marginalized minorities.
The city of Ottawa were allegedly ‘outraged’ to hear about all of this and ‘Clara the Freakshow Friere’ was ‘shocked’. She wasn’t shocked except to know that an investigate-Sean is now under Way. Clearly, she has been made to believe she is immune from prosecute-Sean for her role in the conspiracy. Each State Actors involved is subject to up to 38 years in jail. I hope Nana the Nazi Asante ends up there for desecrating My Trust Instrument, only to pretend it doesn’t exist and she doesn’t have to Honour it because the Trustee Act of Ontario does not apply to the public Trustee for Ontario Works.

- The Invitation to the Crime Scene: MHI must know the gig is up because they hired a PR firm, Hebb, Knights and Associates to get in front of the scandal before they get busted and to help them restore their repute a Sean and ‘hide’ all of their fraud and stolen money. To do this, they had to revoke the subsidies of every single tenant they’ve been stealing from so that the books won’t Show that they were taking hundreds of dollars more than the tenants were paying! Instead of reducing the amount they are actually billing the city on the books (because that Will expose the fraud), they are telling the tenants that there was a ‘mistake’ in their lease and that MHI has been paying the difference in rent up until now, but from this point forward tenants Will now have to pay the difference from their basic needs!!! And how do We know the City of Ottawa is complicit? Because the Ontario Disability Support Program authorized the unlawful increase in rent and told the tenant that it was perfectly lawful to increase rent by hundreds of dollars because the landlord’s lease says something different than the tenant’s. This is ‘Cooking the Books’ and attempting to cover the fraud on the advise of Hebb, Knight and Associates PR campaign, which is run by Doctor Tess the Hideous Hebb and Linda the Satanic Sumbo who have first Hand knowledge by Way of a tenant survey that MHI have been stealing tenant subsidies and violating their rights with impunity. Carleton University proudly supports this economic exploit a Sean in violation of their own Fraud Reporting and Whistleblower Protect-Sean policy. Fucking cunts is what they are!!!

The Ottawa Police Service have a choice. They can Honour their Oath and investigate a massive criminal conspiracy, or they could protect their political masters on the Police Board, Councillor Cathy the Colluding Curry, Sahada the Satanic Alolo, Clara the Freakshow (and Fraudster) Freire. Every day they fail to Act on file #26-204142 is another day they are jointly and severally liable for the ongoing criminal harm to Canada’s most vulnerable citizens which at the moment includes over four hundred tenants and four of My Beneficiaries – Beneficiaries that are on Record with MOJAG either by Way of My Trust Instrument and Trust Declare a Sean or by Way of demonstrable causality such as Ontario Works and the Social Benefits Tribunal Trusting Me with the rights violate-Sean’s of other Beneficiaries subject to Ontario Works, the SBT and LTB’s Willful Exploit a Sean of the People they were Trusted to care for.

I believe that police are a very important part of maintaining a civil society. But every officer has an Oath and the Oath of the public officer is as Sacred as any Doctor’s – or it should be! Do no harm. And when You see that harm is being done to others, put that harm to a stop. The police are not supposed to be the bullies of society, they are supposed to be the one the little guy relies on to stand up to the playground bully. So I’m just looking for a few Good men so that I CAN demonstrate why police services are important. If the Rule of Law does not apply to city council, then We are living in a fascist dictatorship and the police are ‘liberal’ Nazis.
I know not all officers are corrupt and I know some took an Oath to protect the constitutional rights of Canada’s People and believe the Rule of Law should apply equally to every One. People like Helen the Great Grus who started an investigation into the Mrna Gene Therapy after nine pregnant mothers lost their unborn child shorty after receiving the bioweapon posing as a medical product. I am simply sick and tired of watching police protect criminal clowns and incompetent State Actors who are clearly destroying Canada’s economy, have zero respect for inherent rights or even Canada’s repute a Sean on the world stage. This expose should be enough to prove all of that because any ‘Honourable’ country in the G20 would root out those in goverment colluding with criminals to steal from the public purse. We know these People are conpsiring together to make this happen, silence People who complain about it, and if One reads Ingrid Windsor Joseph’s Story, You Will find there is little the City of Ottawa Will not do to cover over their crimes and avoid that ‘liability’ for the City of Ottawa Goulish Gougeon is so concerned about. They admit to the fraud and the scandal, but let’s not Give any names because their next Play is to ensure that none of the victims are ever heard!!!
The fact that I’ve been reporting on this fraud for over six years and have gained the attention of over one hundred and fifty countries, have a claim against Canada’s health officials for their lies about covid, and for the State Actors of Ottawa to be so arrogant that they continue to perpetrate their crimes with this degree of impunity publicly might really be telling all the other countries of the world just how incompetent Canada’s intelligence agencies are if the entire government has NOT been compromised. Because this degree of criminal collusion between city of Ottawa Councillors, not for profits and Trusted public servants colluding together to exploit the most vulnerable sets a new global standard for moral bankruptcy and goverment incompetence.
Are the Ottawa Police complicit, or Will they come to the rescue of MHI tenants in the last hour? Only time Will tell.
